Farmer saves his own day

Sergithang Gewog is one of the remote Gewog in Tsirang Dzongkhag. The Gewog has 5 chiwogs namely serigithangtoe, sergithangmae, semdenjong, Tashithang and Norbugang. Each chiwog has different settler consisting of ngalongs, sharshops, brokpas, lhosampa, khengpas.

In the chiwog called sergithangtoe where the most population is ngalongs depends on agriculture and livestock. Most of the people in this chiwogs spend their precious time in the field and they too come up with new farming improvised technology.

They practices subsistence farming as the labor force is very less in each household. The limited labor force in their own house leads the ‘chasing the wild animals/birds away from field’ idea.  They simply make the tin as a bell and its rope is tied to the house. If the owner happens to see the any wild animal/birds, he/she simply has to pull the rope which creates the sound.  The sound simply chases away the animals thus saving farmer’s time and the crops.
"thus farmer saves his own day"

'The Lake story

The name of the lake is 'Buli Tsho' which is located in Nangkor gewog under Zhemgang dzongkhag. It's 30 minutes walk from the gewog office. It's believed that the lake has come from Zhongar dzong under Mongar dzongkhag in  30 years ago. The reason why the lake came from Zhongar was because it was said that there lived a king in Zhongar dzong who used to be very cruel and unfair to the people of that place. The people of that place didn't like the king due to his cruel nature and tried to get rid of him but they couldn't kill him though they tried in every possible ways as the king was so powerful. So the village people consulted a lama about getting rid of the cruel king and lama told them that they have to get rid of the lake before they kill the king as the lake was protecting him. So the village people gathered and discussed about the ways of chasing the lake away from their place.
The people dumped all dirty things and poison in the lake so as to chase away the lake and as expected the lake ran away the next day. As a result the people could ultimately kill the cruel king.
This is how the Buli lake reached at present place.

Gewog Administrative Officers treated as "Otherness"

In 2008 when Gewog Administrative were recruited in 83 Gewogs, many of my friends has to go through  lots of hardships, placement, environment etc those who were posted in remote area; on top of that we didn't have any ToR as a Gewog Administrative Officer.

Some who have never been to remote place or ever experience rural life has to face lots of challenges to adapt the new rural environment. some GAOs friends have to stay in office without office furnitures for 2 years, some has experience treating them as "alien"/ "otherness" by village public including Gup,Mangmis,Gaydungs, Government and Cooperation/Organisations .

After serving as Gewog Administrative Officer for five years and going through all challenges we are all proud to serve as GAOs, now we know the value of serving our people in grassroots level. we GAOs would like to advice our youths if you really want to make difference or contribute to our country you all should start your career from grass root level that Gewogs.

Allowance for needy students.

His Majesty's kidu office has been supporting the children of the most disadvantaged rural people giving them a second chance to continue their education. Those students are either from broken families or single parents who are not able to afford their children's education expenses. Those students have to discontinue their studies simply though they have keen interests in studying and pursuing brighter careers in the future.
These needy students are identified and verified through their profile which is then submitted to the office of the Gyalpoi Zimpoen through the Dzongkhag kidu office for approval. The students are then granted allowances annually depending upon their grades to cover their expenses. The allowances are enough to cover their basic expenses such as buying their uniforms and stationaries.

The Other side of Development

Phuntshopelri Geog, popularly known as Gomtu, under Samtse Dzongkhag is one among 205 geogs gifted with with rich mineral deposits. Besides two giant cement plants, phuntshopelri Geog also known for several other stone and dolomite quarries.

With the coming up of a lot of industries, factories and Quarries, the inhabitants living there somehow feel very fortunate as it created better opportunities to earn cash income which otherwise would have been difficult, considering the close proximity of the indian states. As india produces a far more cheaper     goods than the bhutanese counterparts, the competition would have been unimaginable had there been no market to consume those manpower.

Improvement of Rakshidara-Chaunetai Power Tiller Track, Rangthangling Gewog, Tsirang

The Road users Group (RUG) of the Rangthangling Village decided to carry out the widening work of the Rangthangling Power Tiller Track (PTT) after the Contractor was terminated by the Gewog on 19th February, 2013. The RUG decided not to Retender the work keeping in note of the limited budget and also the time period or with the remaining amount of Nu.47, 81519(Forty seven thousand lakhs eighty one thousand five hundred and nineteen), the retender would mean the reduction of budget and the time taking process like the tender to float and unreliable contractor for the work to complete it on the given time period, i.e till December, 2013 for the DRDP activities.

The improvement of the PTT was awarded to the contractor with the contract amount of Nu.6457405 (Sixty four lakhs fifty seven thousand and four hundred five only) and is funded by the Decentralized Rural Development Project(DRDP), MOAF, Thimphu and the Contract date beginning from 1st July,2012 and to complete it on 31st December,2012.
However the jointly meeting on 13th February, 2013 between the Dzongkhag Level Tender committee (DLTC) and the Gewog Level Tender Committee (GLTC) decided to finally terminate the contract having found on non resumption of work by the contractor and also the fundamental breach of Contract by the Contractor.
Presently the work is still being carried out departmentally by the RUG and their payments are made from the Budget of the DRDP including for the Hiring of the Tippers, excavators, Rock Breakers and also for the supply of the materials like the stone gravels, cements and sand. This activity is an Adhoc activity and is to benefit the 62 Households of Rangthangling Chewog and growing Oranges as a source of income. The work has to end on December, 2013 from the remaining Budget available from the DRDP.

My initial visit to the most astounding place “Hokkaido”

“We are fulfilled, for the opportunity to meet and associate with beautiful people with beautiful mindset of Hokkaido, enjoyed a rich journey of beautiful experiences “
The support and guidance while our stay in Hokkaido from the Government of Japan and the Japanese people will always be cherished. We were extremely touched and inspired to see our young king and queen being highly respected and admired by the people of Japan. We would like to offer our deepest gratitude and thank JICA for giving us a wonderful experiences and an opportunity to learn and also to meet and associate with many beautiful people with beautiful mind set. The people of Japan are very polite, the food is tasty and I should note that the city is a safe place. It was in fact a very fruitful stay in Hokkaido for eleven of us and we were thrilled to get there to attend the training program on young leadership for a period of 18days. It certainly was a great trip I will never forget.

I in a way i feel that such training course is very important, especially to someone who is working in the grass root level, who have direct link with the innocent people who are not really aware of such development activities taking place in the other side of the world. The very thing that stuck on my mind when I saw the people of Hokkaido and the rich nature was the behavior of the Japanese people. They were very polite, punctual and very helpful. One of my friends lost his expensive mobile phone in the Taxi we were travelling and lost hope to get back. But the Taxi driver on knowing the mobile phone was left in his taxi came to him and gave back the mobile phone. I was also so much captivated to see that the usage of man labor was very less, the traffic rules, how elderly people work together on bases of voluntarism, the system of Local Governance in Hokkaido and the waste management system. Indeed I was waiting to get back to share whatever I saw that was amazing to the people I work with, specially the public to inspire and encourage them to work harder.
Every lecture and site visit were  very useful  for us and  we have learned many new ideas on bringing in more development in any field in order to deliver effective and efficient services and also creation of a better and conducive working environment in our working place.

Thus, whatever I have learned, I am hoping I could share with everyone I know, and the most important to the people I work with, the innocent people in the Gewog and I hope I bring inspiration and spread the knowledge I have learnt during my training course in Japan.
